The idea for Oxbow Park was conceived in 1966 and the initial 465 acres of land were purchased by Olmsted County in 1967, transforming farm fields into a preserved natural area. The park takes its name from a distinctive oxbow bend in the Zumbro River, a natural feature that has been carefully preserved and now encircles the main picnic area. The Zollman Zoo was established shortly after in 1969, starting with a donation of native Minnesota animals from regional game warden John Gilbertson. In 1977, the zoo was officially named in honor of Dr. Paul E. Zollman, a veterinarian dedicated to Olmsted County parks and the compassionate care of injured wildlife. Significant expansions and improvements have continued over the years, including the opening of a nature center in 1981 and, more recently, a new, enhanced nature center in May 2023, partly funded by the non-profit Friends of Oxbow. These developments reflect the park's ongoing commitment to environmental education and providing a valuable community resource.
