The Oregon Hill Historic District originated in the first half of the 19th century as a working-class community, thriving in close proximity to the vital Tredegar Iron Works. The neighborhood was officially annexed by the city of Richmond between 1867 and 1869, leading to a more densely populated and urban character. Its unique name, coined around 1847, is said to have stemmed from a humorous comparison: the journey from downtown Richmond to Oregon Hill felt as extensive as traveling across the country to Oregon. A pivotal figure in the neighborhood's development was philanthropist Grace Evelyn Arents, niece of tobacco magnate Lewis Ginter. Between 1890 and 1912, Arents significantly contributed to the community by funding and establishing educational, social, and religious institutions, including Saint Andrew's Episcopal Church and School, and the Arents Free Library. Recognized for its well-preserved streetscapes and architectural heritage, the Oregon Hill Historic District was listed on the National Register of Historic Places in 1991.
